Recently, the key project actively promoted and fully facilitated by the China Culture Promotion Association Industrial Investment Association (hereinafter referred to as "the CCPAIIA”) — the Chengdu subsidiary of Shanghai Velowind Network Technology Co., Ltd. (hereinafter referred to as "Velowind"), namely Sichuan Velowind Outdoor Culture Technology Co., Ltd. — has officially been attracted and landed by the Chengdu High-Tech Zone Administrative Committee, and has successfully completed its angel round financing, with a post-investment valuation reaching tens of millions of RMB. This marks another tangible achievement of the CCPAIIA in fully leveraging its role as a bridge and bond, accurately matching high-quality industrial resources with local development needs, and accelerating the landing and transformation of cultural industry projects.

Leveraging Platform Advantages to Facilitate Project Rooting through Precise Matching

The successful landing of Velowind's Chengdu subsidiary is a model of in-depth cooperation between the CCPAIIA and Chengdu High-Tech Zone. As early as early March this year, at the invitation of the Chengdu High-Tech Zone Commerce, Culture and Tourism Bureau, Zhao Mengda, President of the CCPAIIA and CEO of Shenzhen Longcharm Holding Investment Co., Ltd., led Velowind and other partner enterprises to Chengdu High-Tech Zone for a preliminary inspection. They held a symposium with Peng Yong, Secretary of the Party Leadership Group and Director of the Chengdu High-Tech Zone Commerce, Culture and Tourism Bureau, reaching preliminary consensus on core issues, such as project prospects, implementation pathways, and policy support.

With the CCPAIIA's continuous follow-up and coordination, an efficient and regularized communication mechanism has been established between the government and the enterprises. The CCPAIIA not only precisely matched the project with the industrial policies, office spaces, and cultural tourism resources of Chengdu High-Tech Zone, but also, by leveraging its professional judgment and industry influence, actively introduced capital market forces, laying a solid foundation for the project's subsequent financing and rapid development. The efficient landing and successful financing of Velowind's Chengdu subsidiary fully demonstrate the CCPAIIA's core value of "threading the needle and building bridges" — that is, through its professional services, clearing the "last mile" in the project landing process.

Focusing on Industry Frontiers to Create a New Model of "Smart Outdoor + Rural Cultural Tourism”

The successfully landed Chengdu subsidiary of Velowind is a specialized life service platform deeply engaged in the outdoor vertical sector in China. Different from conventional cultural tourism platforms, Velowind focuses on the "Smart Outdoor + Rural Cultural Tourism" niche, building a professional closed-loop system around the entire outdoor sports scenario, covering route planning, specialized vehicle rental, equipment supply, guide incubation, and emergency rescue. Its innovative model deeply aligns with the deployment of the 2026 Central Document No. 1 on "expanding rural cultural tourism industries" and "promoting two-way flow of urban-rural factors." By precisely channeling urban outdoor sports traffic to rural resource endpoints, it effectively activates idle rural assets, drives local employment, and integrates agriculture, culture, and tourism.

As a key project introduced and incubated by the CCPAIIA, Velowind positions Chengdu as its operation center covering Southwest China, including Yunnan, Guizhou, Sichuan, and Chongqing. In the future, the project plans to first deploy customized outdoor sports functional vehicles in Chengdu High-Tech Zone, and collaborate with local partners to plan cycling events, themed camping trips, rural experiences, and other activities with Chengdu characteristics. This will not only bring a high-quality outdoor lifestyle to Chengdu citizens, but also, through its digital platform, accurately disseminate Chengdu's cultural tourism charm nationwide, truly realizing the integrated development of "sports + cultural tourism + rural revitalization."

Strengthening Implementation to Build New Nodes in a National Service Network

Velowind has been highly active in the capital market recently. From the beginning of 2026 to date, its parent company and two regional subsidiaries (in Chengdu and Changsha, respectively) have successively completed angel round financing, fully validating the market's strong recognition of its business model and growth potential. According to its plan, Velowind will also complete business implementation in core cities, such as Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, and Wuhan, within the first half of the year, accelerating the construction of a service network covering major cities nationwide.
